i had the same problem in my 182 best thing is to pull the seat belt all the way out and hold it there with a peg then use a stiff brush like a nail brush and use warm water and some washing powder in a bucket works a treat the water will be black when ur done.

i would be very very careful of using a jet wash on seat belts the pressure of the water may damage the fibres of the belt. Steam cleaner for every detail i do ;) good old APC (flash) as a pre soak if they are really grubby.
